Sgt Larry brought this to my attention a while back and you should report these activities to 311.

"Blue bag scavenging including either tampering with or removing blue bags left out for recycling is a violation of City of Edmonton Bylaw 13777, Section 45.  This is a clear bylaw violation with a $250 fine for the first offense and escalating fine amounts for subsequent violations.  If you see Blue Bag scavenging occurring, please call 311 to complain.

As you put items into your blue bag for recycling, also keep in mind that some blue bag thieves have a more sinister motive: identity theft.  As such, never dispose of any personal or financial information through recycling."

Hello Harold,

 

On my way to work, I noticed someone on a bike rummaging through a neighbor's recycling on Carter crest road just after the park. This is the same guy that has been seen before and he still hasn't learned his lesson. I approached him and he threatened me so just be aware.
